If there is a way to combine two extremes such as dancing, singing teeth and an adult message about how cavities are drilled and filled in, this will give you a skit that will speak to all of your target audiences at once.
Venue
The venue will matter greatly on what sort of production value your skit will be allowed. These skits do not have to be for children, since skits do not necessarily have to entertain to get a message across. Imparting information is the important thing.
